This is a proposal about how arrows between paragraphs/notes could be implemented. It is not yet a decided feature.
To insert an arrow between two paragraphs,
- select the arrow tool. When hovering over a paragraph then, it is highlighted;
- now press the mouse button, drag it to another paragraph. The second paragraph pointed at is highlighted and the arrow is temporarily shown connected to the arrow;
- release the button. If the button is released in an empty area, the action is quit (nothing happens);
- the two paragraphs are now connected. The arrowhead is attached to the second paragraph.
- When moving one of the paragraphs, the connection is kept: the line is adjusted accordingly and the connection point is automatically put on the correct side.
- The connection can be removed in any mode by right-clicking near the arrow and selecting delete from the context menu.
There are no "connectors" like in drawing apps, so you don't have to care about where you might move the paragraphs later. The reason for this is that arrows in this case are no layout tools, but pragmatic tools for connecting notes.
It still has to be decided if the arrow lines should be straight lines (like in the mockup, and possibly drawn above other objects) or if they should be lead around other objects automatically (either with corners or with splines).
Alternative: instead of a "arrow" dedicated tool, on hovering over a paragraph an icon appears from which an arrow can be dragged onto another note. Except for this, this could work the same way.
